ORLEANS, Mass. — Rising nitrogen levels are suffocating the vegetation and marine life in saltwater ponds and estuaries on Cape Cod, creating an environmental and infrastructure problem that, if left unchecked, will threaten the shellfishing industry, the tourist economy and the beaches that lure so many summer visitors.
More than 60 ponds and estuaries on the cape and a few elsewhere in the region have been choked by algae and seaweed. The culprit is nitrogen, much of it leaching out of septic system wastewater that runs through sandy soil into the estuaries. Faced with a federal mandate to fix their polluted waterways, Cape Cod towns have spent years creating plans to clean up the wastewater, largely through sewers and clustered septic systems.
So far, most of the efforts have been to no avail, stifled by disputes over science and over who should pay for such a sprawling and expensive public works project.
“This is the biggest environmental issue the cape has ever faced,” said Maggie Geist of the Association to Preserve Cape Cod, a nonprofit environmental group. “And for a long time it’s been a hidden problem.”
The root of the problem lies in the popularity and unchecked growth of Cape Cod over the last 30 years. Towns chose not to install sewers when the government helped subsidize them in the 1960s and ’70s, fearing that it would lead to an influx of people. Newcomers arrived anyway and sprawled out, using individual septic systems to get rid of waste.
“We’ve reached capacity for the watershed,” said Lindsey B. Counsell, executive director of Three Bays Preservation, a preservation group in Barnstable. “We’re a victim of our own geology.”
Without remediation, excess nitrogen could decimate shellfish beds and lead to widespread summer fish kills as algae, warm temperatures and cloud cover stifle oxygen in coastal waters, say officials who have examined the problem. Bays will be overtaken with seaweed that rots in the summer, a blow to property values and an environmental concern.
Here in Orleans, wastewater has been a divisive subject for years. Some residents say the town should put in place a $150 million plan that was drafted two years ago and approved at a town meeting, while others are calling for additional review before it is financed by taxpayers.
The problem is not always immediately apparent. From a distance, one saltwater pond here looks pristine, the summer sun bouncing off its placid waters and boats bobbing in the salt breeze.
“It’s deceiving,” said Gussie McKusick, who lives alongside the pond. “It looks beautiful, but it’s all dead underneath.”
Septic systems deposit wastewater, a mixture of urine and water, into a leach field. Because the cape’s soil is so sandy and porous, the wastewater eventually is deposited into bays. Even after septic systems are removed, wastewater already in the soil will still be leaking.
The nitrogen problem is most acute in protected bays and saltwater ponds on the cape’s southern side. The tides coming from Nantucket Sound are not high and forceful enough to flush out the nitrogen, which causes algae and seaweed to flourish, choking out oxygen needed by vegetative and marine species.
In Falmouth, which has long finger-shaped salt ponds, some areas have been closed to shellfishing for years because of elevated nitrogen levels, said Robert Griffin Jr., the assistant harbor master.
The algae and seaweed kill eelgrass, where prized bay scallops grow. Those scallops are gone from the ponds in Falmouth.
In August, the problem is sometimes smelled before it is seen. The algae bakes under the hot sun, creating a foul odor that may already be driving tourists away. "Seaweed chokes Australia's Great Barrier Reef"
SYDNEY (AFP) — Australian natural wonder the Great Barrier Reef is overgrown in places by seaweed in what could be a worrying indication of the health of the coral structure, scientists said on Wednesday.Surveys of the World Heritage-listed reef, already at risk from global warming, found that more than 40 percent of areas closest to shore were dominated by green weed, Professor David Bellwood said.
"We knew there would be some weed there, we were just surprised how much," Bellwood, a marine biologist from James Cook University, told AFP.
"We are concerned about it because it does look like a lot of weed and in other places in the world, weed is an indication of decline."
Bellwood said the offshore reefs, those at least 20 kilometres (12.4 miles) from Australia's eastern coast, were largely untouched by the algae but that some of those closer to shore were choking with weed.
While the reason for the build-up of greenery was not known, Bellwood said he suspected it was because algae-eating fish have died out in those areas.
"The question is, does this mean the Barrier Reef is in real trouble? That the reef is rotting from the inside out? Or does it mean to say that that amount of weed is natural? And the answer is: it's hard to say," he said.
Bellwood, from the Centre of Excellence for Coral Reef Studies, said the best defence for the reef would be clean water and the existence of herbivorous fish which could graze on the weeds.
"The Great Barrier Reef is in the best condition of any reef in the world," he said.
"However, it is suffering. And it has suffered significant declines in coral cover in the last few years. The presence of that weed is just another little red light."
Scientists have already warned that the 345,000-square kilometre (133,000-square mile) attraction is in serious jeopardy as global warming and chemical runoff threaten to kill marine species and cause disease outbreaks.
Bellwood said the seaweed could be just the latest problem for the reef.
"It's just that when you combine run-off and fertiliser and pesticides and climate change and human interaction and coastal erosion and coastal development and fishing and overfishing... these things are all starting to accumulate," he said.

"Group touts seaweed as warming weapon"
BALI, Indonesia - Slimy, green and unsightly, seaweed and algae are among the humblest plants on earth. A group of scientists at a climate conference in Bali say they could also be a potent weapon against global warming, capable of sucking damaging carbon dioxide out of the atmosphere at rates comparable to the mightiest rain forests.
"The ocean's role is neglected because we can't see the vegetation," said Chung Ik-kyo, a South Korean environmental scientist. "But under the sea, there is a lot of seaweed and sea grass that can take up carbon dioxide."
The seaweed research, backed by scientists in 12 countries, is part of a broad effort to calculate how much carbon is being absorbed from the atmosphere by plants, and figure out ways to increase that through reforestation and other steps.
Such so-called "carbon sinks" are considered essential to controlling greenhouse gases, which trap heat in the atmosphere and are blamed for global warming.
The conference in Bali is aimed at launching two-year negotiations for a new global warming pact to replace the Kyoto Protocol when it expires in 2012, and using the earth's natural resources to remove carbon from the air is a major topic of discussion.
While the lion's share of attention to carbon sinks has been on forests, the seaweed scientists say the world should look to the sea, where nearly 8 million tons of seaweed and algae are cultivated every year.
That solution is a largely Asian one and it's not without complications.
China is by far the world's largest producer of seaweed, followed by South Korea and Japan. The Asia-Pacific — where seaweed is used in soups, sushi and salads — accounts for 80 percent of global production.
Proponents say seaweed and algae's rapid rate of photosynthesis, the process of turning carbon dioxide and sunlight into energy and oxygen, is a top factor in its effectiveness in carbon absorption.
Some types of seaweed can grow three or four meters (yards) long in only three months. Lee Jae-young, with South Korea's fisheries ministry, said some seaweeds can absorb five times more carbon dioxide than terrestrial plants.
"These are very productive ecosystems, they're drawing down a lot of carbon," said John Beardall, with Australia's Monash University...
Other obstacles remain. Some critics wonder if removing sea water from the seaweed as it's converted to fuel would require a large amount of energy that reduces its environmental benefits, though supporters say sun-drying could be used.
The environmental impact of rapid expansion of seaweed farms has also not been thought out, scientists concede. Huge floating farms could complicate fishing, shipping and other maritime activities.
